Mod Introduction

Replaces all vanilla Legion armors, adds a voiced Legion companion, introduces new classes, upgrades select Legion NPCs, and more!
UPDATE 9/6/2023 -- This mod hasn't been updated in years. I'm flattered anyone still has interest in it. It was my first major mod project and it shows the learning and experience I still needed to gain as a modder. I consider this mod obsolete in my personal load order, but for anyone still interested, feel free to modify these files as much as you like. Consider it an open resource. Happy gaming!

I can see you haven't provided the source text to translate. Please share the game text you'd like me to translate into English, and I'll handle it according to your requirements.

Here's an FAQ. Please check it to see if your question has been answered.

**Changelog**

Version 1.2
- Adds a populated Underground, Player Home, and Foundry, thanks to Scottmack!
- Fixes the Dead Sea Armor and Explorer Armor shoulder slot bugs (vanilla version pending)
- Added a merchant based on the Resident Evil 4 merchant! Go buy something from him!
- Adds a little visual treat in the Legate's Camp. This is a taste of better things to come.

Known bug – The black guy's arms in the foundry look like a white guy's. Fix coming soon.

Version 1.1 is here!!

If you downloaded 1.0 and can't see Gabriel, either download 1.1, or move the contents of meshes/creatures/nvmongrel to meshes/creatures/dog. Sorry for the mix-up.
Nearly all armors have received a texture update thanks to the fantastic work of Weijiesen. The updates aren't 100% complete, but they're about 80% of the way there.
- Gabriel is now available in the Legion underground. Achilles will tell you how to recruit him in dialogue. Look for the option "Can I ask you a question?"
- NOTE: Achilles' armor can no longer be used and cannot be removed from his inventory. If you already have it in YOUR inventory, please return it to Achilles before updating to 1.0. Achilles will give you a usable version of his armor once you retrieve Gabriel.
- The Praetorian and Prime helmets have been updated to remove the "creepy baby doll face" mask.
- The Heavy Juggernaut now has a new helmet crafted from a T-45D power helmet.
- The vanilla Centurion has been completely replaced, thanks to Tumbajamba's work. You can now find the old Centurion armor in the dumpster alongside all other outdated gear. All three Centurion armors in the game have been replaced with unique variants, each one telling the story of past victories. (Note: Due to their piecemeal design, the Centurion armors use many texture paths. It may take a moment for your game to catch up after equipping them.)
- Vulpes now wears the new Assassin armor in Caesar's tent. The hit squad has not been altered to avoid conflicts with other mods.
- If, for whatever reason, you prefer the old textures for any armor, I have kept these files in the download. You are welcome to adjust things in GECK or nifskope to suit your liking.
Astor has been upgraded to prevent premature death at the hands of enhanced Legionaries.
- Fixed minor clipping issues.
- A preview of the merchant area I'm working on has been added to the Legion underground. No one is yet there to sell you anything though.
- Fixed issues in the small update: Primus’ faceplate and chin strap, Silus and Aurelius’ centurion left arm showing in first-person view, and holstered guns on Dead Sea and the Elites.

Coming in a future update:
- Expanded Underground with a merchant, player home, enhanced decor, and improved NPC behavior.
- Improved Second Battle for Hoover Dam.
- Possible inclusion of Fort Meridius
Minor fixes in some armors have yet to be implemented.
CaesarInvictus has offered to create a patch for CNR that adds the ability to recruit Legion soldiers into your party, a feature from his mod.

I'd be happy to help with game localization translation! However, it seems you may have forgotten to include the source text you'd like me to translate. Could you please provide the text you'd like translated into English?
Patch 6

- Added an optional file to use an explorer with a vanilla male body. This allows players who don't use Breeze to have a better experience. The juggernauts may still look a bit odd in certain spots, but it's less of a problem now, and I'm not yet sure of the best way to fix it.
Thanks to falloutgods69 for bringing a missing texture to my attention. The brahmin skull pauldron on Caesar's armor and the huntress armor is now working properly.
- Thanks to Joehawks and hownice for pointing out a level-list error with the Legion Assassins. You will no longer fight a Legion hit squad leader in his underwear.

Patch 5

- Please note: All fixes from previous patches are included in the newest patch.
- Fixes the level list of the Prime Decanus (so the Legion assassin leader is no longer in his underwear).
- Adds two variants of the Legion Huntress armor.
- Changes Caesar's armor to a much fiercer design that still retains a regal look. He also now carries a War Chief Helmet in his personal footlocker. These items better suit the leader of the Legion. The armor also showcases a preview of the texture work done by Weijiesen!

I am a professional game localization translator. Automatically identify the source language and translate the following text into 【English】. Requirements: - Output must be only and exactly in 【English】, with no mixing of other languages - Fit the game context (UI, dialogue, quests, system text, etc.) - Natural wording aligned with player expectations, avoid literal translation - Do not add explanations or comments Text: --------------------------------------------------
Patch 4

- Achilles will now wait properly. I believe that was the last bug with him.
- I've added a female Legion armor set—the Legion Huntress. You can find it under the crafting table in the Legion safehouse. (I planned to make a recipe so the Courier could craft it, but I couldn't fully test the recipe. Looks like I have a mod that causes a crash to desktop when I enter the crafting station.)

I apologize, but you haven't provided any source text to translate. Please include the text you'd like me to translate into English.
Patch 3

Achilles has all his dialogue filled in. More may come later, but for now, he's complete.
- The Legion Underground is now open, but there’s not much activity down there yet. You’ll need the Legion Safehouse key to enter. The behemoth is also caged there. It’s open for now so you can take a peek. I plan to add a merchant, a player home, more NPCs, decorations, and so on.
- Achilles will now properly return home or to the Lucky 38 when dismissed.
- The missing facemask mesh for Achilles from the last patch is now present. No more [!] when you remove his helmet.
- Hopefully the metal armor is finally fixed. It's been oddly troublesome, though.

I need you to provide the text you'd like me to translate. I don't see any text between the dividers in your message. Please share the source text, and I'll translate it into English.
**Patch 2**

- Achilles tells his story from Cottonwood Cove! It's a 38-line uninterrupted dialogue. Don't ask him to tell it unless you're ready to listen :)I’ve written a lot more dialogue for him to flesh out the character, but I haven’t been able to record all the voice files yet. If you're curious, you can read it in GECK.
- I've added a DLC-free version of the esp. It's almost the same file, except the armors referencing DLC textures have been swapped for vanilla ones. For example, the vexillarius now wears the wolf head instead of the yao guai. The chains on Achilles' arms will look odd until the next patch though.
- Fixed the texture on the armor worn in the Legion arena
- Added missing meshes to the Legion safehouse
- The vexillarius helmet has been fixed
Faction status effects are now applied to helmets instead of armor.
- Gun Runner's Arsenal and Tribal Pack are no longer required. After checking, I found that much of my work on the Legion level lists—when I added the katana and broad machete to their arsenal—was lost due to a GECK crash and never saved. As a result, everything should function without these masters.
It seems you didn't provide any source text. Please share the text you'd like me to translate into English.
Intro

Thanks for checking out Caesar’s New Regime! This mod aims to expand and overhaul the Legion into the faction it was always meant to be.

This isn't just for Legion players!! Not at all. Whether you're an NCR player or anyone who fights the Legion, this mod is designed to give you better targets. You'll feel a greater sense of accomplishment after taking on this Legion—I believe one key part of establishing a heroic character in a game is overcoming an enemy that seems unbeatable. If you're playing as the Legion, I hope this mod makes you proud. But the best outcome would be if you've never done a Legion playthrough, and this mod encourages you to try one. Let me know where you stand!

Warning: Achilles uses a single word of profanity. The vanilla game uses profanity much more and much worse, so I don't believe it will offend any fans of the game, but I wanted to make you aware.

Please remember to ENDORSE!! Thank you!

Credits (In no particular order)

Weijiesen for texture help
- Scottmack for his work on the Underground and player home.
- KOR for the Knight Hunter body (Explorers of this mod) and holster gear (used on elites, Dead Sea, and adapted for Achilles)
- Geonox for his restored riot armor (blended elements of Aurelius' and Silus' centurion armor) and the fur collar on the huntress/Caesar armor
- Hedszot for work from his previous overhaul mod
- CaBaL for textures on the Legion Power Armor
- TG for the Prime helmet (though I didn't realize before my version was complete, TG also made a riot scutum)
- Rocket Lombax for the Brawler body type (used on Juggernauts and Otho)
- Lautasantenni for the Hellfire Leather Armor and the Pauldrons for the Legate
- Caprius for the Companion Creation Guide (used to create Achilles)
- AlexanderJVelicky for help with .lip files (though they are not yet used in the beta version of this file)
- CaesarInvictus for the metal armor texture (the Legion Arena Armor)
- Bingles for the Shishkebab Mk II (the weapon of Brutal Juggernauts)
- BoilingOil for the Edge of Eli (Liberator)
Ryss5an for the Blade of the North (Achilles Melee Weapon)
- Flamenx01, InfinityWulf, and everyone else who has reported bugs. The most recent patch has brought us a long way from the initial release, and it's because of their help!
- RickerHK for identifying the errors in Achilles that caused his initial bugs with firing and waiting.
- Tumbajamba for his resources used for the Centurion Mk. II armor.
Quetzlsacatanango for the models used for Gabriel
- Skarmonyx for the behemoth textures. Please note: Skarmonyx did not respond to my request for permission to use his textures. However, he has not been active since June 2011. At that time, he said he was removing all of his mods from the Nexus because people were claiming his work as their own on other websites. At the same time, he did not remove his Behemoth Texture Pack. This leads me to believe that he is open to others making use of his textures. This is further evidenced in the way he allowed OblivionJosh to use his textures in a New Vegas Behemoth mod. Skarmonyx's biggest issue seemed to be that others were stealing his work without giving credit. Let me scream it at the top of my lungs: The Behemoth wouldn't be possible if not for Skarmonyx! I edited his diffuse texture of the Behemoth armor, but otherwise, you have him to thank. I will immediately remove these textures at the request of Skarmonyx, or if a moderator advises me that I have violated Nexus policy. I hope it is clear that I am posting this in good faith and aim to enrich the Fallout modding community; furthermore, I would never want to step outside my boundaries and post something against its original author's wishes.

- Please see the attached CNRHelmets.jpg for any questions regarding my rights to use any models included that are not from New Vegas. Four of the Legion helmets use models purchased from turbosquid.com under a standard royalty-free license.

If I’ve forgotten anyone or anything else, I’m truly sorry—it was not my intention. Please let me know so I can give proper credit.

I felt it was important to incorporate work from other authors who have contributed to the Legion. Since this is a replacer, I didn’t want to make their efforts obsolete. Their work also inspired this mod, so I wanted to give them a special shout-out. That’s why the base armor of Hedszot’s overhaul is used for the recruit in CNR, CaesarInvictus’ metal armor retexture is worn in the Legion arena, KORs’ Knight Hunter armor appears as the Legion explorer, Tumbajamba’s resources were used for the centurions, and TG’s Legion helmet serves as the CNR Prime helmet. This mod wouldn’t be what it is without their hard work and the help of all the authors listed in the credits.

2. Description and Features

When I first played New Vegas, I got the strong impression that the Legion should have been way more intimidating. I could kill Vulpes and his crew the first time I ran into them in Nipton. I could walk right into the Fort and take out everyone. I could kill the Legate with a single headshot. All of that made them feel like pretty weak enemies, and that's before you even look at their gear!

Let’s face it—the Legion doesn’t exactly look intimidating running around in skirts, football pads, and ugly helmets (feathers or no feathers). But somehow, they almost beat the NCR at the first Battle of Hoover Dam, and now everyone west of the Colorado is terrified they’ll finish the job the second time around. The question is—how? The way they look now, they’re just target practice for NCR rangers and snipers. The Legion needed a new image. That’s why I put this file together.

This mod replaces all vanilla Legion armors, adds several new classes, edits certain weapon lists, introduces a voiced companion—Achilles—in the Legion safehouse, revamps the faces of key Legion NPCs, turns select Legion NPCs (Otho, Alexus, Dead Sea) into mini-bosses, and includes extra unique gear. For instance, the armors of Aurelius and Silus are now one-of-a-kind.

What this mod does not do: It does not add many Legion NPCs, and it does not account for other mods such as AWOP that introduce new Legion classes.

3. Location

This is a replacer mod! So everything is spread around. But here are some things to note...

All the old Legion armors are in a dumpster next to the Legion safehouse, if you're feeling nostalgic.
- Inside the safehouse, there are usable Juggernaut armor sets. They cannot be looted from corpses.
- If you really want to try everything on, turn off clipping and walk through the flag upstairs in the Legion safehouse. The floor safe where I stashed all the items for debugging is right there.

4. Bugs

This is just coming out of beta so some bugs may persist. Please report anything you find! Here's what to expect though...

- There are not yet lip files for Achilles, so I've created a non-playable mask for him to wear even if you remove the helmet. I can create lip files, but they're a colossal time sink, and I didn't have time for this beta release.
- There are some minor clipping issues with the armors, but these are mostly leftover from the vanilla armors themselves.
- The underground area isn't finished yet. You can take a peek inside to see what's there, but it will be expanded significantly.

5. FAQ

A: Will this mod conflict with other popular mods like Project Nevada, Lings, or Fallout Redesigned?
A: The visor overlays from Project Nevada match the old helmets, so they're not entirely consistent, but there's no real gameplay conflict. Fallout Redesigned mostly affects NPCs other than those changed in this mod. However, some users have reported issues running this mod alongside Lings. Flamenx01 mentioned that loading CNR after Lings in your load order may fix it. If not, you can PM them for instructions on another way to resolve Lings compatibility issues.

Q: Is that a behemoth in the main picture?
A: Yes, it sure is. He's found caged in the Legion's underground. Hopefully, once this mod reaches 1.0, he'll be leading the charge at the Dam during the Second Battle of Hoover Dam.

A: Does this mod conflict with your Legion Power Armor mod?
A: That mod had two parts. First was the Legion Power Armor itself — I didn't touch that. It's still sitting in the same crate in the safehouse, untouched, even though everything around it got shuffled. As for the small replacer files in the Legion Power Armor, yeah, this mod should override those changes in favor of the new and improved CNR armors. I'd recommend just disabling that ESP entirely.

Q: Will you do other factions too?
A: Short answer--No.

Longer answer—Part of the reason this file exists is that the Legion was heavily overlooked during the development of the base game (no disrespect to Obsidian; New Vegas is by far my favorite game of all time) and in the mods created so far. I think ADAM and NCR Rearmament are excellent mods that do a great job revamping the NCR. I recommend them! As for the other factions, the Brotherhood of Steel already has plenty of mods; Mr. House doesn’t really need a rework (though I admit the Securitrons could look cooler), and the rest are fine as they are. Sure, the Boomers and the Khans might benefit from a nice overhaul, but I don’t think their factions have enough depth to justify the time this one took.

**A:** What are you planning to work on next?
A: I'm helping with Project Brazil.

Q: Don't you know the Legion is a bunch of brainless tribal savages who could have never made the armors you gave them? This mod is very anti-lore!
A: That may or may not be true. First and foremost, New Vegas and all Fallout lore is fictional. If you want to find a way to reconcile things in your mind, or if you want to find conflict, you will be able to do so.

On that note, it’s worth noting that the vanilla lore is inconsistent. Sure, Fallout lore says the Legion is a slave army and Caesar bans many technologies, and so on. But it also says the Legion is fierce, dangerous, vast, organized, and a serious threat to the NCR and Mr. House. None of that really holds up in the vanilla game.

Also, consider these facts: The Legion safehouse contains a sniper rifle, displacer glove, and Atticus never runs out of stealth boys. Legionaries at the Dam War are equipped with super sledges, marksman carbines, and anti-materiel rifles. In the Fort, the praetorians are equipped with ballistic fists, and Caesar has a power helmet in his personal footlocker. Does all this make sense for a faction that is completely anti-tech?

In a sense, you can pick which Legion you want to see in your game: tribal sniper fodder wearing repurposed sports gear, skirts, and spears, or a hardened group of soldiers ready to fix their mistakes from the first Battle at Hoover Dam.

Q: Love the new armours! Can you remove the faction status script?
A: Already done! It is worth noting that the faction status scripts have instead been applied to the helmets and removed from the armours. This always made more sense to me. If you've got a reputation with a certain faction, the only way they're going to mistake you for a member of another faction is if they can't see your face!

Q: Will you add quests?
A: I'd really, really like to. I have to learn how first though :) If you're a modder who can create quests and wants to collaborate with me on this, please PM me.

A: Because both are mysterious, well-timed suppliers who show up when you least expect them.
A: "Legion vendors don't sell Legion armor. That gear is issued, not bought. They'd just take whatever you bought with caps anyway."

So, instead of another boring Dale Barton, I went with one of my favorite characters from another game I love. The RE4 merchant always found a way to reach you in that game, so what's stopping him from tracking down the Courier (aside from a few hundred years)? It doesn't really serve any lore purpose, but it's not exactly anti-lore either. This choice was really just a personal touch on my part because I like the character.

6. Requirements / Conflicts

This file requires you to own Dead Money, Honest Hearts, and Lonesome Road. If you don’t have these, activate CNR_BetaNODLC.esp instead of the others.

Also, for the male bodies, you will need Breeze's male body replacer. It's worth the download if you don't have it already. If you don't use it, the exposed skin on the Explorer and Juggernaut sets will look off. I'm looking into patches for those of you using Roberts or vanilla bodies.

This mod will conflict with other mods that modify NPCs, like Lings. Make sure to sort your load order correctly and use FNVedit to create a merged patch if needed.

7. Future Plans

I want to get this file out of the beta stage. I will consider that done when the following things have happened:

- All textures are finalized. Weijiesen is still refining the ones I created — he’s a true master of his craft, so expect the visuals of this mod to improve significantly.
- All level lists finalized.
- Multiple reports from users that the file appears to be stuck on a big loading screen.
- Complete Achilles' dialogue, including his account of what happened at Cottonwood Cove and why he's lost faith in the Legion. (DONE!)
- Complete the Legion Underground, which includes a player home and a Legion training facility.

Then, in future updates, I’d like to expand the Fort, rework the Dam fight, and add another companion—a modified mongrel. Maybe I can make a few more unique centurion armors, and create a special class and armor for the Legion assassins that hunt you down once you're vilified by the Legion.

8. Recommended Mods

- ADAM: Best NCR overhaul available
- NCR Rearmament: Install this before ADAM so it overwrites vanilla files; ADAM can then overwrite anything from here.
Fort Meridius: A major Legion encampment near Vault 19. Potentially integrated into CNR. The author is contributing to the Legion Underground.
Legion Power Armor =: My first mod, and still the most endorsed Legion-themed mod on the Nexus. Don't bother with the replacer ESP, though.

9. Permissions

Any original work I've done is free to use. However, you cannot use the models for the recruit helmet, Otho's helmet, the spartan helmet used for Dead Sea and Severus, or the Elite helmet. These are models that I purchased. I own the right to share them here, however, you do not own the right to redistribute them. I also don't have the right to grant you permission to use them, so don't bother asking.

The rest of the mods I used resources from were all posted with open permissions. So just let the authors know you appreciate their work.
